Latest information on Whitefish water level plan:

 
Finally, the FINAL decision:
Whitefish water levels to stay the same

St. Paul District Commander signed the final Record of Decision in January 2010.



An easy way to sum it up would be: No change in water levels, the Whitefish chain will continue to have the same water levels as it has had in the past.

Quoting the released statement, “...the final plan is nearly identical to the current operating plan...water level targets would remain  unchanged from the current plan.”

WAPOA has been working for the last 3 years to keep the water levels unchanged and it was happy the Corps listened and did not change the water levels.

In 2006 the Corps proposed a plan in which water levels would be lowered beginning in mid-summer.  The decreasing water level would have interfered with recreational boating and docking.

WAPOA reacted immediately and brought the problem to its members. Public meetings were held and member sentiment was determined. 

WAPOA contacted the Corps and invited the director of the Corps project to come to the lake and showed him the perilous state of our steep eroding banks.  WAPOA told him about our “sugar sand” which is extremely unstable.

WAPOA believed that the additional fluctuations in water levels which were proposed would result in even more destruction of the lakeshore.

WAPOA made oral and written objections to the original plan.  As the Corps worked its way through the process of revising the water level plan, WAPOA continued for the next 3 years to be a strong advocate for leaving the water level the same as it had been.  When meetings took place we were there. 

summer target the same as always

The desired “summer target” will be 1229.32 feet above sea level, the same as it has been for years.  Water levels in the reservoir vary depending on the amount of rain, but the Corps will try to keep the level within 6 inches of the “summer target” listed above.

The “summer target” water level will be reached in early May and will remain at that level until mid-September.

In the winter, spring, and fall water levels are lower.


"pulse" of water released in spring

A change in the operating procedure which will be minor, if properly done, will be a release of water in the spring from the dam at Crosslake for the purpose of increasing water flow in the Pine River below the dam. This “pulse” of water in the spring is not supposed to be more than 500 cubic feet per second and to last for only a few days.

The tricky part of this for the Corps will be keeping enough water in Whitefish for summer boating.    The Corps might release water from the lake, expecting it to be replaced by subsequent rains. If the summer season happens to have less rain than usual then water levels in the lake will be lower than desired.

The completed plan will now be integrated into the plans for the Mississippi Valley Division of the Corps of Engineers.

ROPE--Reservoir Operating Plan Evaluation History


The US Army Corps of Engineers in St. Paul has been working on a plan since 2001 to replace the plan presently controlling how water levels in the Whitefish Chain are regulated.

WAPOA has been following the progress of this plan over the years.

WAPOA has, at times, vigorously objected to certain parts of the plan that we thought were not in the best interest of water quality and other parts that had the potential to significantly interfere with recreational use of the lakes.
